New pillars of China’s economic growth are rising rapidly. Recent data show that the country’s economic restructuring and the transition from old to new growth drivers are accelerating. Value added in strategic emerging industries and high-tech sectors, as well as corporate profits, have maintained double-digit growth for several months running. Meanwhile, consumption now accounts for more than 60% of economic growth, and the service sector’s share of the economy has reached 54.1%. Recently, international institutions have successively raised their forecasts for China’s economic growth rate. Several experts believe that, as new growth drivers gradually mature into the main stabilizing force behind steady expansion, the economy is unlikely to reach an inflection point in the near term and is expected to maintain moderate-to-high growth.

Hebei Province’s 13th Five-Year Energy Development Plan Approved: Vigorously Adjust Industrial Structure and Restrict High-Energy-Consuming Industries. On the 14th, Hebei Provincial Governor Xu Qin presided over an executive meeting of the provincial government, at which the “Hebei Province 13th Five-Year Energy Development Plan” was reviewed and approved in principle. The meeting emphasized that supply-side structural reform should be the central task, that energy development should be coordinated and advanced in a holistic manner, and that the construction of a modern energy system should be accelerated. It called for optimizing and adjusting the energy structure, vigorously developing clean energy sources such as wind and solar power, actively promoting the development and utilization of nuclear and geothermal resources, and strengthening the capacity to ensure a reliable supply of clean energy. On the demand side, energy consumption must be reduced steadfastly; the industrial structure must be adjusted on a large scale; dual controls over total energy consumption and energy intensity must be implemented; energy-efficiency standards must be strengthened; low-energy-consuming industries must be supported while high-energy-consuming industries must be restricted; and all sectors of the province must be compelled to improve energy efficiency and accelerate transformation and upgrading.
